Not to be a cynic here, but two words: My ass.
Yeah, I can see performers and crew packing up and moving on principle (or looking for an excuse to run back to the people's republic of California). But producers unwilling to film here? As in executive producers, the ones who sign checks and set off green lights? Bullshit.
Check out the human rights records of Morocco and the UAE sometime. Hasn't stopped Hollywood from coming and going regularly over the last 20 years. Up on that level, business trumps principles. That said, these bills are bullshit and their sponsors know it. It won't survive a day against a court challenge. It's election-year theater of pandering to their base so they can say they've tried. It's a waste of legislative resources to sponsor and debate blatantly unconstitutional bills and I wish there was some sort of fine in place for sponsoring such things.
